This is aimed squarely at manufacturers and sellers. All provisions have "grandfather" clauses that don't impact currently owned firearms. So this isn't about "compliance" per se ... it's more about the future of buy/sell/transfer transactions. Where are the mfg's? This will impact many large companies that build, produce and sell these products. Companies with employees that will lose jobs. What are they doing about this? They have the capital to join forces and fight back against this, but I never hear a peep from them. I often wonder why they never make statements, try to organize their customer base or the public about these issues. I follow a lot of them on social media and it's just crickets. I also get tired of all the "this will never pass" folks. They just sit back and do nothing, which is why we're where we are right now. I'm bugging the shit out of my reps every day and I feel like i'm the only one and it's tiring. Falling on deaf ears.
Time will tell. I think Manchin (WV) and Sinema (AZ) would both be "No" under pretty much any circumstances. That said, in the Senate, it takes 60 votes just to get the issue up for a vote, and those votes are just not there. The only way it gets close, is if the Democrats can kill the Filibuster, and that's a definite "No" from even more Democrats. I think like I said, this one is DOA in the Senate. They "might" find a way to pass universal background checks and a few other loophole closures, but no way any weapons bans will pass ... IMHO. We shall see.I believe those moderate democrats you speak of will cave this time and vote for it even if it costs them their political careers, they will be good soldiers and sacrifice themselves because promises have been made to them. A few of them spoke out under Obama but yeah they have been rather quiet. However, many of them are pretty busy just trying to keep the doors open, without this being in the mix. Me: Don't vote yes on this issue, here is why it's unconstitutional, leading to the demise of society.
Them: I completely agree with your view and care about my constituents. Here is why I'm going to vote YES on the issue anyway.

If you actually read this, there's some very interesting things in it. For example, there's nothing mentioning the $200 "assault weapon" stamp. It does say that all high capacity magazines, and "assault weapons" will be stamped with manufacturing dates.
It also says that guns and mags owned prior to it's passing would be grandfathered. but would have to be kept in secure gun storage or locking safety device. However it also seems to indicate there is no selling/transferring of any grandfathered item, not guns or mags, not even through inheritance.
Also from what I can see the terms of a "buy back" program referenced as USC Title 18, section 921 do not currently exist, but in other areas are referenced as being 125% of market value.
What I found most interesting is what falls into the definition of "assault weapon". For example any semi-auto rifle or handgun with a threaded barrel.
Any of the following, regardless of country of manufacture or caliber of ammunition accepted:
1) A semiautomatic rifle that has the capacity to utilize a magazine that is not a fixed (notice no round capacity listed); and has any ONE of the following:
- A pistol grip
- A forward grip
- A folding, telescoping, or detachable stock, or is otherwise foldable or adjustable in a manner that operates to reduce the length, size, or any other dimension, or otherwise enhances the concealability, of the weapon.
- A grenade launcher.
- A barrel shroud.
- A threaded barrel.
2) A semiautomatic rifle that has a fixed magazine with the capacity to accept more than 10 rounds, except for an attached tubular device designed to accept, and capable of operating only with .22 caliber rimfire ammunition.
3) Any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic firearm but not convert the semiautomatic firearm into a machine gun
4) A semiautomatic pistol that has the capacity to utilize a magazine that is not a fixed magazine; and has any ONE of the following:
- A threaded barrel.
- A second pistol grip.
- A barrel shroud.
- The capacity to accept a detachable magazine at some location outside of the pistol grip.
- A semiautomatic version of an automatic firearm.
- A manufactured weight of 50 ounces or more when unloaded.
- A stabilizing brace or similar component.
- A semiautomatic pistol with a fixed magazine that has the capacity to accept more than 10 rounds.
5) A semiautomatic shotgun that does not have a fixed magazine and has any ONE of the following:
It then goes beyond that to list a couple hundred variants of guns saying those and any gun copies, duplicates, variants, or altered facsimiles with the capability of any such weapon thereof would also be assault weapons. It also goes on to list several hundred guns that are exempt.
- A folding, telescoping, or detachable stock.
- A pistol grip or bird’s head grip.
- A fixed magazine with the capacity to accept more than 5 rounds.
- The ability to accept a detachable magazine.
- A forward grip.
- A grenade launcher.
- Any shotgun with a revolving cylinder.
Their definition of a "large capacity feeding device":
- A magazine, belt, drum, feed strip, or similar device, including any such device joined or coupled with another in any manner, that has an overall capacity of, or that can be readily restored, changed, or converted to accept, more than 10 rounds of ammunition
- Does not include an attached tubular device designed to accept, and capable of operating only with, .22 caliber rimfire ammunition.’’.
