Gun barrels can vary in dimension. Not a bad thing. One barrel maker has a pet dimension that another may not subscribe to. It can also have to do with how the barrel is made. Cut/Button/Hammer forged, etc.
A floating pilot allows the smith to fit the pilot to the individual barrel. The idea being to ensure the tool cuts on the same exact center as the hole.
They get used in other places, but the bulk of it lies in that.
