Yes they are both FFP so the mils on target to not change with distance or magnification, but the FOV does with magnification.
The issue has nothing to do with mills, it has to do with the fact that it is almost impossible to ensure the zoom ratio is anywhere close to correct dialed midway. You can't dial a none-mapped zoom and know the true power. As an example at max power on the 525 I get just over 7.2m like you show, but something like 24-23 (big guess here, I show just over 8mils like your image)
You can use non-magnified items from the camera lens to scale the picture itself.It isn't perfect, but it is far better than what the camera lens does as one trys to zoom in and out to focus different distances from the ocular. BTW I did do a stint as an architectural photographer for a living. I am not saying the fixed images are 100% accurate, but that clearly the zoom itself is not 100% the same in both scopes regardless of NF markings as they are about as accurate as their parallax markings.
Lets also state that you and I don't see this the same way, but that while I saw a few 7-35 in positional matches it seems they are far and few between now, seem a few other than me believed the FOV was an issue.. I do see a lot of Kahles though.. Again, I don't shoot at max power most my match shooting is around 10-12x and thats is were the NF starts to suffer..
