The 10 Commandments didn't have caveats but Deuteronomy 20 had rules:

If you are going to go back and quote the Mosaic law, then you best be prepared to actually know what you are talking about, because a good part of the commandments had significant cutouts that were explained / enforced / ordered by the same Deity.
If you didn't "remember reading any caveats", then you really need to go back and read the Torah and the books of the prophets.
More correctly translated, the familiar "thou shalt not kill" reads "thou shalt not murder"
Then as far as caveats to the don't go murder thing go; if you read how life went under the direct supervision of the Deity who gave said commandments, it's more like:
*Unless they really needed a killing, or you had a good reason to kill them, or you were just wanting to wipe everyone out, or I told you to kill them all, or we had to settle old scores, or there was some other good excuse, or you got carried away, your bad, you better make it up later.
There is a reason you get a 70+ volume library just to start discussion/commentary/rulings on the Mosaic laws and go from there.
THAT being said:
In the same Mosaic law, and books of the prophets, it was also very clear that said Deity in charge was vehemently against abortion and baby murder (*except when you are doing a holy war and just killing like everyone or such, then you get a pass on killing the babies), and got way more upset about that than many other things. The whole respect for the circle of life thing was really a big deal.
That's the backwards way to do things and winds up going down a bad road.
People should not "be on public assistance" at all.
The government should have no business taking money from those that work and earn to give to those who are not working and earning, that was very clearly understood early on in our republic. You have no "right" to the fruits of somebody else's labour or ingenuity.
Charity was something that was for private groups, private individuals or religious organizations.
But the democrats made "free money" out to be some kind of "right", just so long as you stayed on their plantation and voted for them and kept them in power and did what they said and didn't question them.

My Father was a practicing OB/GYN for over 50 years in a community that served over 300,000. people. There were two hospitals in town one a 450 bed unit and the other a 250 bed unit. The nearest hospitals of comparable size were 100 miles away. When we discussed this issue, I asked him how many abortions where the life of the mother was at stake had been performed at either hospital when he was in practice. I was surprised that the answer was none. He said the goal was to save the life of both the mother and the child. It wasn't protocol to sacrifice one for the other. It was to save both. After looking at the data, it appears to me that the primary reason for abortion is convenience. If a child would be an inconvenience to you either abstain or use protection. Simple.

And yet, with Abortion available, that same crime rate has spiked back up rather nicely the past few years. The data set no longer matches the real-world model anymore. The reduction in crime was also an artifact of tougher enforcement as well (for example, the stop and frisk in New York).

Sure about that? Of the data sources I've reviewed, violent crime incidents per capita is less than half of what it was at the beginning of the 90's. You could ski down that slope, it's such a steep drop.
