The wounded diplomat is in serious condition at a local hospital and the attacker "limped away", presumably injured himself with his own knife during the scuffle... The diplomat may have been wearing some kind of under-clothing body armor, and understandably so under these circumstances.

Trying to look at the vid on small phone screen, I thought he might have gotten a poke into the pocket between the trap and collarbone.
That is usually not protected with body armor and would be my choice spot for a non-survivable attack point.
Decent blade size penetrating that pocket gets close to a lot of important shit (Subclavian, carotid and radial arteries plus the Jugular vein).
Getting a blade into that pocket is high probability damage that nobody could fix in time even if struck while in the E.R.
Getting a blade into that pocket and getting even a little "wiggle" while in moves it from high probability to guarantee.

Texas Parks and Wildlife has done pretty extensive field observation of genetics and antler development in white tail deer.
