It is still not complete, so 12 million is not going to be the final number, either. Regardless, it will not be a record turnout like 2020.
And "too big to rig?" I mean, it rhymes. It's catchy, like, "If the glove doesn't fit, you must acquit." But it does not reflect reality. Trump got less votes than 2020, too (with the caveat that the count is not yet complete).
Once the count is finally complete, it is likely that a few million decided to stay home, not content with either choice presented to them on Tuesday.
