I have a Tikka T3X CTR chambered in 6.5 creedmoor with a 24" factory barrel. I've shot approximately 300 rounds of prime ammunition through it and I am now starting to reload since I have so much brass laying around.

Hornady 140gr ELD-M bullets
H4350 Powder
CCI 200 LR primers
Reloading Equipment:
Redding Type S Match bushing FL Die
Redding Type S Match seating die
After measuring the lands in my rifle, I settled on a COAL of 2.89, which puts me at .02 off the lands.
Following the Hornady Reloading manual, I started at 39 grains and went up in .3 increments up to the max of 4.14 (actual max is 41.5). The velocity was measured with my Magneto Speed and the temp outside was 27F.

Here's a picture of the ladder test, unfortunately I was unable to use the 200 yard range due to a class going on, so I was stuck with 100 yards. I did my best to keep track of the rounds as I shot them. Based on what I've read on how to evaluate a ladder test, I should really be looking at a charge between 3-5, but again if I plan on competing in PRS style matches with this rifle, I feel the velocity is way too low. Any thoughts? I also saw no pressure signs on the brass/primers at 41.4 grains of H4350.
