Hmmm... "Pyrotechnics" = "Fireworks", not munitions. Also the date is 03JUL. I read this as an accidental explosion at the plant during the preparation of a fireworks display for Independence Day. Ordnances and javelin missiles are fireworks? I can appreciate that some items such as flash bangs would be considered both, but a whole factory full of flash bangs? I can definitely be wrong on this one though.
