The other side of the story.....
Well since fnbrowning has decided to use my name I am left with no choice but to respond. Like a pancake every story has 2 sides so here is all the details of what has happened. For full disclosure I saw this thread last night but since my name wasn't mentioned I didn't feel it was worth a back and forth debate.
After my last email with fnbrowning yesterday it was clear that with all his huffing and puffing the bottom line is he want's $25 back. His last email which contained threats I decided to send an email to lowlight and give him a heads up. I included every email that has gone back and forth and asked for his advise since I have respect for Frank and for the hide members. As of right now I haven't heard back from lowlight. If he decides to be involved or give me advise which I asked for I will gladly follow his advise.
As you will see with all of our emails more then a few times I offered him a full refund and to cover any shipping cost back to me. He refused such an offer. There is not a company he could buy from who would 1) offer a refund on powder, primers, ammo etc and 2)offer to cover the shipping cost.
I went one step further and told him and also lowlight that if he would like to send it back I will offer it for FREE on here to any hide member who wants to pay the actual shipping!!! It isn't about the money, it is about dealing with someone who is impossible to please. He of course refused that so he clearly wants and needs the powder (if you look at his threads and post he is complaining how hard it is to find powder).
So before you spend your time reading everything let me break down a few simple points.
1) My original thread which is referenced below stated very simply 6lbs of RL-15 for $198 shipped. I didn't say if it was next day, ground or 2 guys and a camel simply shipped.
2) Look at the time stamps of all the emails, my typical response time to all his emails was within 3 minutes start to finish of this whole ordeal.
3) I received his payment and shipped same day.
4) He received the powder in 2 shipping days (much quicker then 2 guys on a camel).
5) He started this thread 2 hours before contacting me about the labeling of the box.
6) I took the box to fedex and had them ship it. It was the end of the day right before pickup time and they where slammed! The middle eastern lady who barely speaks english packed and charged me for the packages I shipped and I left. Did they put a sticker on it? I frankly have no clue I didn't hang around. Did I pay for it? I don't know, I paid a total for everything and left. Guess that is my fault for not being anal but I had stuff to do as well.
7)His argument as you will see in his email is that he feels I up charged him on the shipping. I refer you back to point 1. I had a simple price including shipping. He references an email exchange where my response to him asking me to recalculate shipping (which is asking me to lower my price) and I said no, you need to remember that hazmat is $25 of the cost.
So that simple line is what he has his panties in a bunch about. At the end of the day he had rapid response from me on every email, shipped same day I received his payment, shipped the product he purchased as promised which he received. He feels I owe him money so I offered to give him all his money back plus the shipping so he isn't out anything and I will give the powder away for FREE on here. He refused.
He holds me responsable for not insuring Fedex but an ORM-D sticker on the box and for that sure I will take responsibility for it but at the end of the day he has his powder. I can't do anything to fix the fact a label wasn't put on the box. He can take it up with FedEx most likely the lady who processed the order will get reprimanded if they do anything.
So now that everyone here has wasted time of their life like I have had to that we can't get back enjoy reading all the emails and you can form your own opinion. Unless Frank tells me different I am done with this and will not continue to waste more of my time with the ridiculous buyer.
My original for sale thread:
http://www.snipershide.com/shooting/options-accessories-sale/216728-rl-15-6lbs-sealed-sale.html
Emails....I removed his personal information as well as mine, other then that it is unedited. Frank has the full versions with all contact info. You need to read it from the bottom up.

Ron,
You can return it via any fedex location. They are open till the evening so no need to take time off work. Sorry but not dealing with this any further. If you choose to deal with FedEx go right ahead they packed and shipped the damn package! Also you can threaten me all you wish I'm happy to show Frank or the entire snipershide community our emails and let them decide. I have been more then willing to work with you but since you are taking this approach and arguing over what is ridiculous I will no longer entertain your arguments. I have offered to pay you back all your money and cover the return shipping it is your option to not do so. Fact of the matter is my ad said $198 with free shipping. I didn't specify if that was next day air, ground or by two guys and a camel. You received your powder as described and in two days. Personally no one on the hide would argue you got everything anyone could have expected.
Do what you wish. If you want to start a war on snipershide feel free to. I'm happy to show everything I have said, how timely I have been in response to everything with you and not gone down a threatening path with you. What more can anyone do but offer your money back and cover the shipping. There isn't any company you can buy from that will do that! I'm more then happy to take it all back and post it back on the hide for free! The person other then you who gets 6lbs of powder can pay the actual shipping cost. I could care less about the money. I did everything I promised to you and did it promptly. You sir are the one who is being difficult. I am over it!

The more umbrage you take, the more I will question this transaction.
None of this needed to happen. All you had to do was to make sure your shipment was being sent Hazmat before you left. After all, it was a service you claim we paid for!
Do not twist the situation to make an argument. POINT: I did NOT try to get the powder at "a cheaper price."
That was a check to see: (1) How much shipping you were building in the price, (2) To ferret out if Hazmat was included in the shipping, to which you attested.
When you wrote "Hazmat" I stopped all questions and offered payment.
I'm not returning the powder for a refund. No one at our company is Hazmat certified, or has a solution to create hazardous materials documentation for shipping. I'm not taking time off work to find a hazmat shipping location and drive there, and deal with the regulations. Returning the shipment is an expensively absurd solution.
If you are a long time seller on various sites, as I am, you know to keep your receipts. For instance I still have the M.O. receipt for our transaction. I keep my shipping receipts until feedback is posted.
Here's what is going to happen. Since you maintain you are a 100% seller, just drop that FedEx shipping receipt with the tracking number and Hazmat charges listed, on a fax or scan/email. The issue will be settled, I will apologize, and you'll never hear from me again.
Now, if you refuse to do that, we've got a problem. Then I have to assume you've busted regulations, and put the shipper and my warehouseman at risk, to pocket the $25.00 you claimed was for Hazmat.
That is not going to be ignored. You have until 3:00pm tomorrow the 31st to provide proper documentation or a refund of the Hazmat.
If I do not get satisfaction, the box is still sealed, and I will use it to report the shipping incident, and oh, you can also forget about selling on the Hide again.

Ron,
I'm happy to look and see if I have the receipt since clearly you feel I am lying to you. If you read my email you referenced it was in reply to you trying to get the powder at an even cheaper price.
To me I feel our transaction is finished and both sides should be happy. I received your postal money order and shipped it on the very same day which you received two days later. To me that seems like a pretty simple and smooth transaction. Since it's clear that receiving the product as described and promptly isn't good enough I offer to you to please return it to me and I will refund your money and your shipping. I will be happy to give or sell it to someone who needs the powder. Please let me know if you will be returning it. I have a 100% rating on gunbroker, eBay and on all the forms you will find no one who has ever been on the bad side of a deal with me. So please return it and I will cover all the cost.
I will admit I'm a bit shocked and don't appreciate having it implied I am being anything but trustworthy. I guess a fair price, prompt shipping, prompt email return isn't good enough. All I can do is offer you your money back.

Look down the emails. I asked about shipping costs, and you told me the price included Hazmat.
I agreed to that price because you promised that it included Hazmat.
I WOULD NOT have agreed to the price if it were not shipped Hazmat.
With NO Hazmat markings on the box . . . Just show me a proof that shows the FedEx Hazmat charge, and you hear no further from me.

Well as I recall I didn't charge you for shipping and it was a total price with free shipping so not sure why you are getting all bent about the label on the box. I refer you back to the ad, I didn't charge you anything extra.

I’m sure the powder is in the box also.
I need to have proof that the $25 I spent for Hazmat was used for that purpose.

I had fedex ship it and left it with them. No idea on labeling. I'm sure your powder is in the box.

Hazmat is registered, and very distinct on the box. There's also a hazmat courier form attached to the box.
Whoever handles the box will definitely know it has hazardous materials in it and that it has either smokeless powder and/or caps/primers.
I’ve looked on 6 sides of the box you sent, and there is NO Hazmat shipping info. Before I open the box, please explain how this got shipped without proper Hazmat material labeling.
After all, Hazmat was paid for. . . .

Price includes shipping. Got to remember the hazmat is $25 so distance doesn't really impact anything. That's all I have in the way of components. All the brass is sold. I have a few guns I will be posting and some AI mags but that's it. Only reason I'm selling the 308 stuff is I'm running a GAP 6.5 now.

Yeah, let’s do this. Since you’re in Naperville and I’m in St. Louis, can you recalc the shipping?
It will go to my business address below, zip code 63146. Call me if you want.
Do you have anything else for sale besides the Sierra Matchking bullets? They’re great, but I’ve been using the 175gr moly coated so long that I’m reluctant to change my loads.

Thank you,
