To win a war, fighting must be conducted in the lowest common denominator of decency of all sides involved. The most savage side that enters a war will only be beaten when overwhelmingly savage things are done back to them. Its the only language they will understand.
The last war we won was when we dropped the overwhelmingly savage atomic bombs on Japan. It didn't take them long to realize that we could exterminate them a whole lot faster than they could breed and train replacements.
