This is a more metrics-based WH, so border crossings, shipment intercepts, and overall infiltration is being looked at seriously.

The cartels can lean on their plants all they want, but the numbers still have to be what Trump CBP demands.

The cartels will also have to deal with significant internal pressure, since all the legitimate industries in Mexico outweigh illicit industries.

Mexico’s economy is $1.818 Trillion GDP, 13th largest in the World. Market sectors include telecom, agriculture, manufacturing, automobiles, retail, finance, mining, construction materials, retail, etc.

The cartels will find out really quick how much power they lack if they threaten these other industries.

The higher the tarrif the more incentive to produce here in the US. To become completely independent of other countries.
It may take a few months, they'll be some initial growing pains but it is good for America.

I was watching historic films of the Salt Lake Valley from over 100 years ago.

They had terrible pollution with arsenic and other toxins ruining livestock and crops.

In Utah County, farmers and cities pumped raw sewage into Utah lake for a century or more. That lake is nasty.

But government agencies don’t seem capable of being stewards of the environment either.

EPA just gets pay-offs from big polluters, while making life impossible for small companies.

I'll admit you do have a point. However, the EPA and government should be working together with industry to find agreeable solutions for all. However, the EPA and government prefer to be power hungry dictators who prefer to stomp on industry and the populace.

Agencies should have zero power to make any rules/regulations. If they exist at all they should be advisory only.
No authority not granted in the Constitution to the federal government falls back to the state.

that we totally agree on. i should have stipulated that as it is a core belief of mine. agencies,if they are allowed to exist and can prove their value,should have the job of investigating and reporting to congress with recommendations if needed. that assumes congress will do it's job-LOL.
part of that process should be counter argument presentation in order to get the best result and plan. a lot of stuff could be dealt with at state and local level as you suggest.

And get this: The process of recycling lead is nearly the same as refining lead from ore, but "recycling" is greeeeeen. There is another process that is much cleaner, but it also costs a lot more.

Only because of money. Send the money to the states proportional to the need and the States will be fine. Elimination of the administration costs of the federal EPA would reduce the tax burden or make more funds available to the state.
The reason that the federal government was to be limited, by the founders, was for the citizens to have more control over their representative government.
We have 400 alphabet agencies at the federal level and every one of them can nit pick a point of contention for their existence. I bet that there's not a single person that can name more than 10% of those agencies. The federal government was never supposed to be the largest employer and here we are with the bloated bureaucracy ruling like dictators and the representative government no longer exists.
