Sure they can, temporarily, in an emergency. This is very well established.
Its already happened here in PA non-essential stores are closed the schools are closed the stores that are open have reduced hours and are rationing. The hospitals are full/not letting people in for elective surgeries. I was told by a friend that his wife wanted to get a C-section a few days ago and turned her away since all the beds were full.

I help a friend in his small ( but reasonably well known) gun store in the distant suburbs of Denver and our store has not been hit like the stores in town. We have a little more business than normal but our firearms and ammo are almost completely stocked. We had a few customers from Denver last weekend and they were making the majority of purchases. I'm waiting to see if we make it through this without the stampede and exaustion of inventory of the Denver stores.

This is really premature. There is no clinical trial data for this, and lots of drugs look good in vitro or retrospectively and then don’t pan out in real use. National guard, and other military units have mobile field hospitals, logistics, and are trained in handling CBRN (chemical, biological, radiological, nuclear) incidents in ways civilian municipalities aren't.
If shit does indeed hit the fan, would you want these units stood up and ready to be deployed, or would you want to wait until shit hits the fan to get the ball rolling?
Word on the street is it was made in a lab in NC and stolen at some point by the Chinese. Actually, Corona viruses have been coming out of China’s wet food markets for hundreds of years. SARS, MERV, and one article I read said the Spanish flu of 1918 may have even originated in China. The only purposeful event, in my opinion, has been China’s denial that it came from them.

Im affected by this. My employer was already having most people work from home starting tomorrow. Now we closed the office. I’m not working until 4/1 or longer if this panic continues.
I work for a very large contractor. Our main office is in Orange/Newport.
As of now, construction sites are unaffected based on the project type. That may change tho....
I live in Costa Mesa but work in Irvine. Our company has been going full retard on this for a few weeks now. I have plenty of vacation just in case we don’t get paid. It still sucks. I would rather be at work. This isn’t a vacation knowing everything else is shutting down.

But why would you want to if it might endanger others?
I would not look for any of these measures to be lifted in two weeks. I think all of this will get worse in the next few months. In two weeks we will just barely see an effect from the distancing measures now being implemented. Unfortunately, I am pretty sure we will see a full on depression, not just a recession.

looking back I reckon they considered it "cosmopolitan" to dine on such fine imports. To this day I don't eat any Asian foods. I have however, with regret, threatened to take my dog to a Korean restaurant when she acts a fool....
