Suppressors Wax or similar material baffle in endcap that can be shot through?

Has anyone heard of someone placing one or two hard wax baffles or discs in a compartment at the end of a suppressor? If so, do you have any idea what material is being used? I observed this recently, but was not able to ask any questions regarding how, or why, or what in the world was going on. The material is some sort of blue wax like substance, quite solid.
 
They are called suppressor wipes and are made of various materials. Neoprene or rubber were really common. If it was wax, it would disappear after the first shot.
Suppressor has the be designed to accommodate it though.

If they can help me figure out what the guy was using, I'd gladly let them explain it. The only issue I have with it being wipes is that it wasn't rubber. It was definitely some sort of wax that was softer than rubber and didn't last. Wipes seem to be good for 20+ shots. This guy was using something that was only good for one shot, but one VERY quiet shot. Curious enough to me for me to come to a forum and start asking questions after I couldn't find answers online. Seems rather pointless, since he was having to unscrew the end of his suppressor between shots, but curious nonetheless.

Husky’s point is that the ATF regards wipes as suppressor parts, and as such, each is essentially treated as a suppressor in its own right. And, the ATF has gone on to say that non-SOTs cannot repair their own cans. And, and, replacing wipes constitutes repair. All of that is to say that wipes are a legal/regulatory minefield that most do not knowingly walk into.

Wipes are definitely a Grey area.

You MOST CERTAINLY CAN NOT add one to a can that never had one. Period.

If your can had one already, it can be repaired. Again, very Grey, and you most certainly don't want any extra rubber parts for it laying around after. There might actually be something in the "NFA handbook" regarding this very topic.

If your can was "re-cored", by a SOT, to include a wipe in the stack(because you really can't just toss one in there, it just doesn't work that way anyway), then you could replace when necessary with the proper part.

As mentioned, the Wolfman end cap is wipe compatible, and you can see a closeup in this video here. Worth noting that it works in all Dead Air cans threaded for R end caps, but I’m not sure if it’s sold separately.
