i don't have a problem with excluding products for which there is little or no "american made" option (yet).
i guess tariffs are a good tool because you can change the application quickly.
these exclusions can be removed once there are american manufactures to compete in the market, or could be applied on conditions that the supplier is actively building the capability to make them here.
