Yeah, NOPD was the first city in America to put police cameras on every street corner in the city. They also have gunfire detectors that triangulate gunfire to its exact location, with timestamps and the whole bit.
Plus, on new years eve with all of those people, there were probably a dozen people filming with their phones when it happened. I'm surprised we haven't already seen it.

I just watched a video that showed the truck from another angle. He smashed into a boom lift, and that's what stopped the truck. Had that not been parked there, he likely would have killed many, many more.

Holy fuk, the engagement time for Mr. Ordinary Joe in such circumstances is less than 1 second. Best possible scenario would be some of the fleeing pedestrians yelling out an alarm, thus alerting you so you can draw your EDC and hopefully be able to pie plate the driver's side windshield or window. Grabbing a stocked PCC or AR carbine would be out of the question unless you have one within arm's reach and in battery and ready to go.
