If you look at
Section 1 Social and Economic Dimensions, Chapter 4 - Changing Consumption Patterns - it is right there. You personally need to consume differently and less, but pay more for it such that other folks can consume more for less. Global Redistribution of Wealth. Guess what? The reselling of clothes is still the biggest thing in Africa, ie your paying more, (esp. for Green bullshit) and the 1/10 of the 1% are the ONLY beneficiaries.
Now look at
Section II Conservation and Management of Resources for Development - Chapter 10: Integrated Approach to Planning and Management of Land Resources. The entire section was written by this organization:

This is where ideas like subdivisions with postage stamp lots, mixed density, common open space, TODs or Transit Oriented Design, Micro Apartments, Lane Diets (removal of one or more vehicle lanes in favor of dedicated bike lanes), parking maximums, density minimums, environmental justice, social justice - the NEPA process, monuments, locking up vast areas of public land, using regulation to trump private property rights for the common good - all that shit comes from here. It is engineering how you live, work, commute, and ultimately think.
