I have one of those and love it. Great clarity, great reticle, and inexpensive.

I don't have any experience with Bushnell, but I've been hearing good things more and more so I'll defer to the other SH members. If you're going to Promotive or similar, the money you save could be put towards an upgrade to a Nightforce or whatever, and you could sell the one you've got, just a thought. Anyway, I would go with a variable over the fixed, it's just more versatile and they're very reliable now a days. Also, if you're looking to shoot out a 1000yds, I would go more than 10X, but that's me, my eyes aint the greatest, I would go with a variable that went up to 20X. Lastly, look at all the reticles available, the standard mil-dot is fine, but there's some other good ones too, they're making them more and more user-friendly.

I would leave my grandfather's rifle as he left it to me; respecting it for the heirloom that it is. I would pick up a 700 SPS Tac/Varmint and start there.
