I have a remington 700 and i just got a new HOGUE stock and a remington sniper barrell on it and i am in need of a scope rail and ring set up. I am just looking for some advice
I would definitely go with a SNIPER rail and SNIPER rings, that would be the most DYNAMIC and TACTICAL solution. Also some type of MULTI-CAM accessory will be needed to complete this project.

Or look at the bottom of the sniper barrel box and you might find the sniper rail and sniper rings.

As far as TACTICAL stuff, you definitely need a SNIPER trigger, SNIPER bipod and a SNIPER drag bag to put it all in. What else would let people know you mean business and know your shit? If I see a SNIPER and he doesn't have all of this I know he's just full of shit. Rings/optics you have to go with the Countersniper brand for obvious reasons. Plus their optics use a specific high end metal alloy that is lighter than most optics, doesnt reflect light off the metal and wont show up on IR.

This is funny. You're describing someone who shows up at the range where I shoot most often. Comes in with his drag bag and a pack, all in woodland camo which is brand new. Not a bit of dirt or scruffing at all. Name tag velcro'd on gear as well. When he opens it up he has every scope accessory known to man including several contrast filters. Also has a polarizing filter so "he can shoot through car windshields with no glare.
Everything you point out absolutely nails this guy and his actions/gear.
What's really the 'capper' is that he claims to have served in "Nam" but by all estimation he had to have enlisted on his 15th birthday, completed basic and advanced training, been assigned to a unit, then attended Scout/Sniper School before being deployed before the troops withdrew in '73. He must have been an absolute prodigy. I guess I was a little slow because Basic and AIT took me over 6 Mo's before I went overseas.
Hogue stocks are the best, good choice. what sniper scope is gonna go on it? i recommend looking at weaver see thru rings, thats what snipers use so they can look down the sniper barrel for quick close range engagements. Also take a look at sniperbuttplugs, they carry a plethora of tactical accesssories for the sniper on the go. If they dont have what you need check out lemonparty.org they always seem to have sniper gear in stock
