When I was a young teen, I often set up overwatch scenarios and was quite capable of tactical thinking. At the time, I did not know ballistics per se, but could have taken someone out at 300 yards. Because I practiced and enjoyed it.

In my mind, the shooter being essentially incompetent makes the possibility of government involvement about nil.
If this were a coordinated attempt, they would've used someone who wouldn't have missed and willing to die for their "cause".

I do believe it was JFK who approved the change of bud to bud/S to create the SEAL teams. My friend, Lee, graduate from bud/S in 1964 and served 3 active tours of combat, stationed out of Da Nang, Vietnam and eventually got to second class petty officer.

However, on the boat ride (end of enlistment) back to the Port of Los Angeles, he got in a disagreement with the XO and smacked him one.
