I would like to point out a couple of things to the keyboard constitutional scholars and law enforcement experts that have never done the job.
There is a lot of missing information in the original post. We have ONE side of the story.
So, tell me Army. Did the officer receive a BOLO that night at briefing, telling him to be on the lookout for a runaway, that may have matched the description of the 17 year old?
Did the OP act in a suspicious manner on the stop?
Did he give an answer to a simple question that didn't make sense?
Did one of the passengers give an answer that didn't make sense?

By the sounds of it, the officer was courteous and professional, which leads me to believe that he likely would have explained the reason for his actions, which are, of course absent.
Of course, the other side of the coin is this: Was the officer just being a dick? Does he have a beef with the OP? (don't know, but I'm certain he would have mentioned it).
Again, we don't know. But it has been PROVEN that pro-active policing prevents crime. Pro-active policing also nets arrests on outstanding warrants.
Duties of a Peace Officer: (not complete) This is from the Texas Code of Criminal Procedure.
The officer shall:
(1) in every case authorized by the provisions of this Code,
interfere without warrant to prevent or suppress crime;
(2) execute all lawful process issued to the officer by any magistrate or court;
(3) give notice to some magistrate of all offenses committed within the officer's jurisdiction, where the officer has good reason to believe there has been a violation of the penal law; and
(4) arrest offenders without warrant in every case where the officer is authorized by law, in order that they may be taken before the proper magistrate or court and be tried.
