Revenue agents are nothing but cops, not LEO's. LEO's do not hide behind a sign, dip in the road or the badge. Why is it when a cop gets pulled over in a POV he always asks for some professional courtesy? He knew he was breaking what he enforces on the public, is he above the law he has sworn to enforce? There are many good departments, there are many LEO's who need to weed out the cops or turn them into LEO's. There are some cops who need to be inside with those they ID the most with. Like bankers stealing with a pin, cops steal with a badge, LEO's are always seeking that vermin out, as they play the long game.
A couple years ago I got off the interstate and filled up with gas. We were going down the road about a block to get something to eat. A highway patrol officer pulled me over. He said that it was for seat belts. My friend with me was a sheriff deputy. He flashed his badge and presto no ticket for him but I got one. I told the officer that it was fucked up. He said yeah I know and walked to his cruiser.

Funny story (nobody was killed), a woman stole a city’s police car after she was placed in the back seat unrestrained. She kicked the back window out if I recall correctly and hopped into the drivers seat for a multi agency joy ride.

From my experience I'd say it all depends on the direction the local government takes and what the city / county wants to do.
You can have a large police force with little crime to handle because they do their proactive jobs very well & they can all be very professional, helpful & well liked.
I live in a decently wealthy suburb city with a very well paid police force, that has one of the best starting pay rates for officers in the local area, and has a higher proportion of police to citizen ratio than many other cities as Public Safety (Police and Fire) are about 1/3rd of the city budget.
The city leadership for many years has decided the police force should be run to make the local residents feel safe & not harassed while being wary of those from outside the community. This has worked very well and for the most part everybody is pleased as we have a great police / fire response time and for the most part exceptionally professional officers (there have been a few over the years, that got the hint from the city leaders, that it would be best to work for another department).
The city depends on fines / asset seizures for less than 1% of the budget, so it's pretty much a non issue.
Interestingly enough, the profit from the water / trash / sewage bills provides a large chunk of the city's revenue.
Probably the only downside is if you are a "Youth", you'll get extra attention from the local department if you step out of line, they pay a bit more attention to young drivers (or anyone driving a hopped up rice burner) & they actually do enforce curfew for minors on school nights. (As in if a group of teenagers is hanging out somewhere late at night, most likely the police will get called & show up and make the kids call their parents to get picked up & taken home).

What is a bit surprising is the profit on the water / trash / sewage charges actually is a large part of the city budget.
Unfortunately despite their best efforts we have started to see a rise in property and violent crime statistics the past couple years, this in my totally politically uncorrect opinion is almost certainly due to our city becoming both more "diverse" and more "affordable (by area standards)"
Another big problem appears to be parenting standards becoming way more lax (It was explained to me some time ago by one of the local police officers while I was reporting a property crime, that they rather didn't appreciate the parents expecting the police to be their free baby sitters and letting their spawn run rampant during school breaks causing mischief and property crimes)
I worry that eventually we may wind up with the whole "police / racial tensions" BS once the rates of crime rise enough to make it imperative to crack down on things a bit & those that are causing the issues play the race / income cards to try to get away with things & not take responsibility themselves for them & their actions & those of their children / community" And then things slowly start going downhill for everyone once it all becomes political.
We have a huge mix of races and income levels in various areas and it does make for interesting studies.

Agreed for the most part. The people who live in a community are ultimately the ones who decide how safe things are. I can do pro-active patrols and community interaction, which does help. But when I get a call, someone has already decided to do/about to do something stupid.
If a group of people decide they only want to live with like minded, honest people......chances are you will either rarely see the police or when you do, it will be a pleasant experience.
Also, the more like minded and generally less fucking up type people will mean there is more time for police to engage in proactive activity.
I worked in a city where we were too busy with domestic/burglary/assault etc etc, we were too busy some nights to even do a standard Patrol. I can count on one hand how many DUI stops I made because I was too busy responding to 911 calls all shift. I’ll give you one guess as to which income level 99.99% of those calls came from.
People can cry all they want about income and such isn’t as big a factor in crime as people say.
It definitely is. People who are generally honest and hardworking will eventually find goo work and good pay. Once they achieve this, most will decide they want to live somewhere nicer and safer.
It’s funny, I know many, many people who get offended when you start talking demographics vs crime. Yet they all live in upper class gated communities with other like minded people.
Generally speaking, if you are low income, it’s your own fault. You’re either lazy, stupid, or an asshole. Of course there are some people who just fall on hard times or just unlucky (think statistical variance just as in poker).
And it’s not because you’re low income that you’re lazy, stupid, or an asshole......the low income is a byproduct of those traits.
So, someone is already low income because of their traits, what are the odds they will make other good life decisions (like not stealing or not fighting with police)?
I’ll be perfectly honest, when I would get called into a higher income area, I was generally more approachable and polite. When I was called into a low income area, I was much more alert.
Some would call this wrong, but people make bad life decisions that keep them in low income areas. Those same people make other bad life decisions which a lot of times include illegal activity.

I totally agree about low income / "low income conditions" being in most cases, a product of the person and not the cause.
I'd also probably add that quite often those turning to criminal actions to get money simply are Lazy & do not want to put in the time & effort to get what they want by hard work on a long term steady basis. The funny thing being that (with the exception of those at the top of the crime/drug rings), what you could earn and the standard of living you can have by working hard gainfully, legally and regularly, exceeds by a large margin what could be had from quick criminal gain, yet "Popular" or "Politically Correct" culture seems to go out of their way to not bring that up.
I've seen examples of the outcomes of both paths in the choices of life, with employees at our company over the years.
I see a lot of "lazy" in low income areas. A lot of it is the laziness, and another part is what I don't think is explainable just yet with science. Some people are just wired not to be good people. They will have the potential, but never be able to actually do good things.
On the other side, in today's climate, there are also the addicts. These are the ones that I honestly do feel for. I didn't in the past, but recently lost a family member to heroin/fentanyl and it opened my eyes a bit (no sympathy or I'm sorry's needed).
They made their decisions to try or use drugs that are known to be very addictive and fuck you up. So, its ultimately their fault. However, addiction is a powerful thing. I think about it anytime I find myself in line at a fast food joint thinking "this is bad for me, I shouldn't eat this," and then I do it anyway. A meth, heroin, crack etc, addict must have that feeling times 1000. I couldn't imagine.
I have seen a shift in the last 10 years or so. It went from either the lazy or mentally incapable to do the right thing people committing most crimes, to now being addicts who are in many cases good people who made a bad decision which took them down a very dark rabbit hole.
I hate political correctness as well (though sometimes I'm bound by it).
There's a reason every episode of cops is either in some trailer park meth trash area, or a ghetto with crackheads. And its not because they aren't showing the lost tapes of cops in Beverly Hills.

While it is most common in the "Ghetto" and that is where you usually hear about it on the news, don't discount the trailer park, every so often some really creepy stuff in family sexual crimes or serial killing comes of the trailer park or people who got out of the trailer park barely but the trailer park never got out of them.

Most of the white trash incidents are drug related. I won’t say a common example but def something that’s happened before in the trailer hood. Is where a young gal runs away from home and shacks up at the dope house.

Meth and heroin (crack and other stuff as well), will totally fuck people over.
They work all night for $30 of copper....sell their iphones for $100 bucks, dewalt battery drills for $40......etc etc.

Since you are doing the statistics, I wonder if you are able to drill down any further?
Specifically:
Let's go with your assumed number of 1350 people shot and killed by the police in the year.
The number that matters is how many were cases where the person was wrongfully killed because the police person that shot them was scared or trigger happy or having a bad day, was a lousy shot etc., Cases where there is not any doubt that the person shot was not armed and was not attacking the police / someone else and was not involved in the immediate commission of a crime? (If they were high on drugs AND charging the police or trying to eat their faces without a weapon, you would still count as those attacking the police).
I'd also probably say you should set aside (and note amount) those that were shot in chases / car chases as those also even if not specifically showing a weapon kind of fit people having brought it on themselves.
I could think of maybe 5 in the year, possibly 10, but I'm thinking that the 10 might actually be 2 years.
I'm thinking that the statistics might show that if you take out people actively threatening the police / someone else with a weapon, or physically attacking the police / another person. The statistical probabilities start being crazy low.
I think it would be a worthwhile statistic to find out truthfully and beyond argument, as I think possibly throwing in the number of people attacking the police who get shot into the whole number and not breaking it out is a bit intellectually dishonest of the MSM.
Kind of like when they throw in suicides, attackers lawfully killed by people defending themselves & people shot by police into the "Gun violence" statistics.
It might help the conversation a lot if we can say with certainty... xx amount of people were killed by the police when they presented no threat and should not have been killed. Then of the rest, xxxx were coming at the police with a weapon or fighting them and xxx were violently out of their mind on drugs.
Then it might also help to say of the xx number that are confirmed bad killings, how many were taken to criminal trial for the police person that did the shooting (I'd probably say quite a few, of the 4 or 5 top ones I can think of, 2 went to trial & 2 are pending trial) I won't bother checking conviction rates as it's just about 0 but that can be blamed on the juries. That would also help with the narrative on if anyone is held accountable.

The issues that would arise would be common public opinion vs legal/court/leo. Which is why I post on these types of threads. Trying to non LE in on our point of view, and also see the point of view of others.
One of the biggest factors is the media again. Too many headlines saying "police shoot unarmed suspect." Then they say he tried running over someone with a car. Sounds pretty damn "armed" to me. But he didn't have a gun.
Other things like 3 cops trying to subdue a subject and have decent control of him. One of the cops sees a gun, announces it, and the guy is trying (fairly unsuccessfully, but still trying) to reach for it. He gets killed. A lot of the public would call that unreasonable, but any LEO or court wouldn't blink an eye as to the reasonableness.
I think you are right......you will find the number ridiculously low on 100% unreasonable deaths. I would be shocked if there was over 3% of yearly shootings that were no if's, ands, or buts about it unjustified. And then, a large percent of those wouldn't be murderous cops.......they would be someone who reacted terribly wrong, even though they thought they were being reasonable. So it makes it very hard to charge this person with anything as the Mens Rhea is really hard to get a hold of.
There might be another 3% that are in an "ehhhhh, I dunno" area. But for good reason, the courts and juries will side with the LEO.
I'd be very, very surprised if the number of open and shut (legally and from LE viewpoint) of open and shut justifiable cases of police shoots was any lower than 95-99% each year.

And also in agreement with your post, I think you would find the statistics show (they already do) that as far as losing your life........you are extremely "safe" when in the company of a police officer. There is no need to be scared for your life. In fact, if you are scared, that may make you do something that escalates the situation needlessly which starts exponentially increases your odds of being at least arrested or hurt.

I'd never work for a dept. or agency that has nothing to do. I didn't get into the field to sit on my ass and do nothing, or write tickets all day. Not saying there's anything wrong with someone who's job involves mainly ticketing........it just ain't for me.
I had a Temple Texas cop tell me he couldn’t arrest me for walking on the street because I was walking in the direction prescribed by law and there was no sidewalk. He seemed very disappointed. Certainly colored my impression of him and his agency.

The exceptions were this guy, two pretext stops on false pretexts and one case where I was handcuffed for advising during a consentual encounter that I had a license and was armed. They unhooked me after dispatch confirmed my license was valid. That’s illegal here but I didn’t press it.

Depends on where you live. Pretty low threshold down here in Texas. When you break into to someone’s house here, unarmed or not, you’re probably getting shot, and the state is probably cool with it.

I agree the small percentage should be dealt with accordingly. But the point I was making, maybe we should deal with all the other terrible shit out there......then when we’ve fixed all that, we can start going to the handful of bad shoots a year’s ass.

I only hate city cops as a group. Deputies and Troopers tend to not be so reliably douchebags.
My own opinion on police shooting is that they should be subject to the same law as a CCP holder. Unfortunately for the police and the public, they are not and get a literal license to shoot your ass and walk away.

Except for counties that are pretty bad and Deputies see a lot of shit.........city cops are typically going call to call to call. Stupid shit after stupid shit, after more stupid shit. So they tend to be a little more blunt and a a bit less diplomatic.
Regardless, they should be polite until given a reason not to be.
Something to remember: the public thinks the police are violent with minorities and unaccountable when they use force. Whether this is true or not is a point that can be argued, however the likely public overreaction won’t rely on facts and is likely to be very flawed. Of a solution to the problem were to be found internally the profession as a whole would benefit.
