All of the cases where the baby has passed away in utero or is being kept “alive” by the mother are not cases of abortion. You might want to double check your data, the abortion rate for fetal and maternal health is actually about 7%. That’s still a lot of abortions because they just don’t want a baby for whatever reason, but at least get your facts right.

Once they get older than a year old people stop wanting to adopt as readily.As the federal government spends a crazy amount of money funding care for children without viable parents... Wouldn't it make sense for them to fully fund adoptions to emotionally/psychologically/financially fit parents?
