3. He should have taken action in accordance with his training and department policy and the orders of his superiors.

To item 1 above, this was a fluid situation. Yes, there was a gun or guns going off. It is a pretty big building containing 100s or more students and teachers, he was outside and noise changes character with distance and baffles like is normal in a school. Lots of rooms, corridors, floor levels and hallways and stair wells. Almost impossible to evaluate the source of the noise from outside the building through a closed door. Especially if you are unfamiliar with the sound of gunfire except on a range where you wear hearing protection and expect to hear gun fire.

2. Communication. Did he have access to 2 way communication with HQ or dispatch? Did he use it? In the first case, if he didn't have it, it is the department's fault. If he did have it and failed to use it, it is a training fault.
Communication is key here. Yes, he may have been confused (training), or even frightened (normal) but he should have done something.

3. Department policy enters into this as well as training. Many departments will have policy that requires that he report the incident and wait for backup. He may have been following that policy. He may well have frozen and done nothing more than take up station at a possible exit and hoped the killer chose a different one. That, or some variation of that based on what was going through his mind at the time. I cannot know the mind of another or his experiences that lead to his thinking.

I am curious how this kid could afford all the firearms and ammo he had? I had heard he was up for an inheritance but didn't get it yet. Anyone heard otherwise? Was he drawing his late mother's SSI? I don't know many adults who could drop that much money on firearms in two years, and this was an unemployed 19 year old. I'd like to have this explained.
