1) the Glock, or any pistol needs a b enforsement, on your gun license then you can own and shoot it. 18 is possible. Currently AR's need a p endorsement, which is only someone employed as a full time helicopter shooter, or a farmer shooting large numbers of deer or goats on their own property. Or a c (collectors) which allows you to own pretty much anything at all. AR's are not currently allowed for competition, but the legislation is under review with a view to reinstate them for competition.

I can guarantee that the reef didn't hit the ship. If you hit a stationary object you are 100% at fault. She was in command therefore she was the driver and 100% at fault.
Go ahead and argue that there's other people monitoring the depth, current, wind and whatever. It was her responsibility to direct the ship with the information and she failed to do so. Was it because she prefers to scissor and strap on? Probably. I've been part of the military when they have an agenda to right the natural order.
