The thinking during his administration (not just the administration, but Americans generally) was, hey, the Cold War is over, we do not need an air superiority fighter to fight with islamic fighters in plain clothes using AK-47s and IEDs.
It was a very short sighted decision, and now it is damn near impossible to appropriate the funding for a sufficient number of F22s.

But here is the thing: back then the debt to GDP was MUCH MUCH lower. We could afford to do that. Now the interest on the debt is higher than most other expenditures. The only way to get the military back to something it needs to be will be to print a lot more money, which only accelerates the overall issue and continues to increase taxes and inflation. There are two things that need to occur: quit fighting needless wars and cut WAY back handouts in the US, which does include Social Security, medicare and welfare. That still won't touch the overall debt to GDP problem with respect to interest payments.
We are in a debt spiral. Spending will either get cut via austerity or bad things will happen. So eventually we will either cut back on military spending and reduce our empire or it will occur naturally (which will only be a symptom of the much bigger problem). This is why I keep saying that neither candidate can fix this problem. Its math. The rule of 72 trumps damn near everything eventually unless you go to a balanced budget which will never happen.
IMO, we are getting killed by the neocons on two fronts.
The first front, as you point out, is our tremendous spending on wars that we (or the rest of the world), doesn't need. We've spent trillions of dollars on wars that didn't need to be fought. We also have over 800 military bases worldwide - not only is that highly inflammatory to other nations, but its tremendously expensive.
The second front is deteriorated relations with other countries around the globe. With our neocon foreign policy, besides being an antagonist throughout the world with our military actions (or threads), we also have over one third of the worlds countries under sanctions. This is pushing countries to "sanction proof" their economies. If they don't trade in the US dollar, they can't be sanctioned. We've really overplayed our hand here.
I fully believe that the current neocon led foreign policy, guided by Kristol and Kagans 'A Project for a New American Century', is destroying our country. Our heavy handedness in foreign policy is going to drive countries to get off the US dollar (look at BRICS), and once we are no longer the worlds reserve currency our mountains of debt is going to absolutely drown us.
Thats why its a slow trainwreck for those of us who can use brains and calculus without emotional issues (such as lying to oneself to cope with reality).
Its not pain to not knowing history but knowing it and unable to change anything in the now… Thats a true and great upgrade to original quote and so true it actually hurts…
